When you implement restricted security groups and want to have your non admin users to have the ability to adjust their "Personal Settings" for RDP sessions.....what permissions do you have to give the person/ad group?

You can activate "Edit personal data" in object-permissions - we do not offer a possible restriction for each category at the moment...

is that a permission you can set under Tools/Security Groups and then assign to a group you have configured or somewhere else? (I have granted all the permissions for testing under this for the client and I don't see the option above and they still cannot edit their personal settings)

No - object permission must be set on any object lebel (folder or connection) - goto properties of a connection or a folder - there you will find this option
